Ambrose Park is a 74-hectare industrial precinct located in the Bayhead area of the Port of Durban. The abandoned site created for the development of bulk liquid fuel storage to support and expand on the existing Island View Terminal capacity. Ambrose Park was also set aside to for historically excluded black traders so they could gain access to liquid bulk fuel storage facilities, in an effort to transform the liquid fuels industry which remains in the hands of foreign white owned oil major companies.

Madela, Z. 22 December 2025. South Africa Cannot Afford Another 25 Years of Exclusion at Island View Terminal. In this opinion piece written for Business explainer Zakhele Madela details why the Island View Terminal (IVT), South Africa’s primary fuel storage hub, is currently at the centre of a dispute following a Section 79 Directive that grants multinational oil majors a 25-year lease renewal. Madela explains why potentially extending the oil majors "uninterrupted control" to 91 years will affect over 50 black owned companies and argues that this renewal process lacks transparency and effectively excludes Black-owned operators from gaining genuine operational control or access to critical energy infrastructure. To address these concerns, Madela states that stakeholders are calling for the directive to be amended to guarantee at least 25% of IVT capacity for transformation entities and strategic state users to ensure national fuel security and inclusive growth.
